The Rwandan President Paul KAGAME has done a strategic readjustment in his occupation of the Eastern part of Democratic Republic of CONGO. A new reshuffle of the rebellion's administrative team constitutes a second phase of destabilising the DRC as a whole, a newly resorted military strategy based on adopted three axes.
On the 28th of October 2000, the invader Paul KAGAME President of RWANDA sent a strong delegation to the destination of GOMA. Among the prominent delegates were the following: Mr. Patrick MAZIMPAKA his special advisor and the State House Minister; Mr. Charles MULIGANDE the Secretary General of RPF (Rwandan Patriotic Front) and Brigadier General James KABARERE the Deputy Chief of Staff in the Rwandan Patriotic Army; the same was the General Chief Army Staff of the Congolese Armed Forces during the period of AFDL. This delegation had among other missions to topple Dr Emile ILUNGA from the chairmanship of the rebellion to be replaced by Adolphe ONINSUMBA who had had a military and ideological training of RPF in RWANDA. In the same line of the new phase of war, important transfers of different political and military responsible leaders were carried out.
Phase two of agression war as elaborated and adopted by the Government of KIGALI constitutes what has been referred to as «nationalisation of the Rebel movement RCD». Sincerely speaking, the aggressing Tutsi troops from UGANDA, RWANDA and BURUNDI made a coalition with the enigma BANYAMULENGE established and settled in South KIVU; have faced a resistant local population. The natives' wrath pushed them to the level of getting organised in people's self defence forces who are making the invaders face a hail of loss both material and human. The BANYAMULENGE who had for a long time been friendly to the congolese natives got quickly metamorphosed into enemies vis-à- vis their neighbours, this has been a result of the conflicting nature and bellicosity coped from their brothers Tutsi from RWANDA, UGANDA and BURUNDI. The programme of nationalising the so-called Rebellion which is in principle a Rwandan creation, plans actions of terrorism to be carried out in the free zones of the DRC under the control of Governmental forces. The disguised infiltrators will proceed in planting land-mines and trapping grenades. The same infiltrators will perpetrate attempts against political and administrative authorities in those free zones; this is expected to boost discontent of the population and to create the state of lack of confidence between the former and regime of KINSHASA. The specialists in the Rwandan conflict revealed to the documentation department of the Association for Peace and justice Defence (APJD NGO) that it was the same technique used by RPF after its failure in the first three months of aggression war in 1990.
On would wonder as to why Paul KAGAME resorted to raising up to the chairmanship of the movement a young politico-military Adolphe. The answer should be obviously seen from his ambitions. He intends to use him as he was trained in the ideological school of RPF to accompany his invasion expecting from him to air out political declarations based on false elements accusing the Government of KINSHASA to be responsible of the scheduled attempts. There is also an envisaged campaign of mass mobilisation to politicise the native populations organised in self defence force in a bid of getting detached from the patriotic point of view as it is pursued by the Governmental forces.
As far as the military domain is concerned, KAGAME has reviewed his dispositions of deploying his army. Recently, new units were brought to the Eastern part of CONGO from RWANDA. Members of our Association for Peace and Justice Defence living in both South and North KIVU do disclose the following information.
In Northern KIVU:
· Military reinforcements arrive in big numbers to GOMA coming from the prefectures of RUHENGERI, GISENYI, GITARAMA and CYANGUGU in RWANDA.
· Three brigades of the Rwandan Patriotic Army together with the Ugandan army plunder the congolese villages in the zone of RUSTHRU.
· Two Battalions of the Rwandan troops are lingering here and there in MASISI to dislodge the organised native forces «MAYI-MAYI» who have always proved hostile to the Tutsi invasion of their motherland.
· In the zone of WALIKARE, there has been deployed three brigades of troops in a mission of Paul KAGAME.
The freshly received information is that on the 27th October 2000, General President Paul KAGAME himself visited his troops in RUMANGABO Barracks situated at about 40 km in the North of GOMA along the GOMA - RUTSHURU road. This visit is said to have been an exclusive occasion of raising up the moral of his troops in difficulties.
In the Southern KIVU:
Two brigades have been deployed in KALEMIE, one brigade in SHABUNDA, one Battalion in WALUNGU and two Battalions deployed in KABARE busy searching for the MAYI-MAYI and killing innocent populations hostile to any possible occupation of their land and burning villages. It is important to note that this invading army has sophisticated military equipment of which tanks and helicopters made in the USA.
The Association for Peace and Justice Defence -APJD NGO- once more denounces the ill will of President Paul KAGAME the Rwandan who ignores the UN Security Council resolution which asserts an unconditional withdrawal of his troops from the congolese soil. It is upon the Security Council also not to remain hoodwinked by the aggressing countries. The congolese population the only victims of that invasion, despite the endured exaction has already been organised and is prepared to stand firm and resist.
One would be completely wrong to suggest that war in our country CONGO will get to an end as longer as the invaders are reinforcing their positions in occupied zones. It is better to refer to history of domination, occupation and aggression wars. Invaders have never left the invaded territories on their own good will. Didn't NAPOLEON accept the defeat with the abrupt fall of WATERLOO? HITLER committed suicide because the Allies had made him face an overwhelming lot when he was on his walkover astride Europe? Likewise, SADDAM HUSSEIN understood and renounced to the occupation of KOWET Following the overwhelming attacks of the Western Forces. SLOBODAN MILOSEVIC gave up simply because the NATO stood in the United Nations shoes and made him face a severe correction. Therefore, KAGAME, MUSEVENI and BUYOYA will never leave CONGO before they could be submitted to the same course!
