RPF allegedly setting up an intelligence and death squad network in USA

The Rwandan Department of Military Intelligence (DMI) in action in USA

General Kagame, President of Rwanda will visit the United States of America from September 6, 2000. AfroAmerica Network first disclosed news about the visit in its August 12, 2000 edition. During his visit, General Kagame will address the United Nations General Assembly and will proceed to meet the officials of the United States Government from the State Department and the Pentagon. He then will hold talks with World Bank and International Monetary Fund officials.

AfroAmerica Network learned that, under the cover of the visit, Colonel Jackson Nziza, the Director of the notorious Rwandan Patriotic Army Department of Military Intelligence (DMI) has been traveling across the United States of America, especially among hard cores sympathizers of the Rwandan Patriotic Front. "The fact that Colonel Jacques Nkurunziza (Jackson Nziza's alias) has been in the USA for more than two weeks is a bad omen and should concern all Rwandan refugees. In fact Jacques Nziza is among the top criminals of the Rwandan Patriotic Army who will not hesitate to use any means to eliminate RPF opponents. He may be setting up a network of death squads across North America", says a political analyst in USA who has been following the situation in Rwanda.

Colonel Jacques Nziza is "the exterminator"

Colonel Jackson Nziza, also known as Jacques NKURUNZIZA is among the most feared Rwandan Patriotic Army officers, according to several sources. According to the information received by AfroAmerica Network from SOS Rwanda Burundi and Human Rights Watch independent news Organizations, Colonel Nziza is all but a choir boy.

Jackson NZIZA is from Bufumbira (Uganda), born into a Rwandan Tutsi Refugee family. He was deputy to General Paul KAGAME in Ugandan Army (National Resistance Army) Intelligence services. He is responsible for the assassination of 3 Catholic bishops and dozens of priest, nuns and catholic displaced civilians in Gakurazo, Gitarama in June 1994. In July 1994, when the RPF took power, Jackson NZIZA was appointed Ambassador in Nairobi, Kenya. He reactivated the intelligence network created when he was Intelligence officer of the NRA. The counter-intelligence services in Kenya expelled him early 1996, after catching him red handed. In 1996, during the massacres of Rwandan Refugees in Eastern Congo, NZIZA is cited to have ordered the massacres of General KISASE Ngandu, Commander of AFDL of President Kabila of the Democratic Republic of the Congo. He was also responsible for the security corridor around the Capital Kinshasa. According to Human Rights Watch report of October 1997:

"An officer reported to be Major Nkurunziza (also referred to as Colonel or Commander "Jackson") was seen by numerous sources in Maniema, south Kivu and Haut-Congo near sites where refugees were concentrated and/or massacres took place. Jackson, according to Congolese and aid workers also known as "the Exterminator", speaks Kiswahili of Uganda as well as English and Kinyarwanda. In early April, Jackson was a commander in the Shabunda area where he told aid workers that his mission was to eliminate ex-FAR and Interahamwe. During this period, humanitarian sources saw mass-graves and decomposing bodies of what they state were civilian refugees in the Shabunda and neighboring areas. Corroborating sources state that Jackson was at barriers south of Kisangani during mid to late April 1997 when massacres allegedly were taking place at refugee camps in the area. He was in Kisangani until mid-may and later in South-Kivu and Maniema as late as July 1997 during a period in which UNHCR was organizing voluntary repatriation. Refugees and RPF opponents in the USA and North America may be the target

Colonel Jackson Nziza is believed to have organized the assassinations of former Rwandan Patriotic Army Colonel Theoneste Lizinde and former Rwandan Patriotic Front(RPF) Interior Minister Seth Sendashonga, in Kenya. Both men had fled the RPF government.

"Definitely, refugees in USA and Canada in general and Tutsi Refugees who know very much about the RPF in particular should be worried. If you think about what happened to Lizinde and Seth Sendashonga, then you should not wonder who the next victims may be, here in North America", said a former Rwandan Refugee, now a Canadian citizen.

The USA and Canada are home to thousands of Rwandan Refugees, most of whom fled the Rwandan Patriotic Front. Among them are prominent Tutsis including Joseph Sebarenzi Kabuye (former speaker of the Parliament), Major Kwikiriza, Major Ntashamaje, and Doctor Kayijaho (president of Ibuka whose brother, Assiel Kabera, was assassinated in Kigali early this year). If Joseph Nziza is really the "exterminator", then these refugees have much to worry about.

A government conspiracy?

The visit by General Kagame in the USA is to be followed by a secreet meeting by RPF sympathizers. This meeting, to be held in Michigan in September, will be led by:

- Joseph Muligande, Secretary General of the Rwandan Patriotic Front,
- Biruta, the speaker of the Rwandan Parliament,
- Tite Rutaremara, advisor to General Kagame, himself accused by SOS-Rwanda-Burundi, Solidaire-Rwanda, Rwandan Refugees, and Human Rights Organizations of several mass murders, war crimes, and the assassination of Felicien Gatabazi, a former Rwandan Political leader,
- Jackson Nziza.

The secret meeting of these top Rwandan Politicians and the military intelligence comes as a disturbing news to Rwandan Refugees and Human Rights organizations for which the USA and Canada should be a land of freedom and security.

"The appropriate forum for RPF criminals, including General Kagame, Jacques Nziza, and the like is the International Criminal Tribunal for Rwanda in Arusha, Tanzania in which they must be prosecuted for their crimes against humanity and genocide committed in Rwanda and the Democratic Republic of the Congo (DRC). No one could understand how they could be allowed to travel freely in the USA, let alone to operate and hold secret meetings", said Professor John Marie Vianney Higiro from Massachussets.
